Noel was born on May 6, 1945 in Cambridge, Mass. and received a B.A. (history, 1967) and M.A. (library science, 1969) from the University of Denver. He later received a second M.A. and Ph. D. in history from the University of Colo., Boulder. Noel has written, edited and co-authored countless books and articles on Colo. and Denver history.
